Weingart Center, a 501(c)(3) nonprofit agency with multiple locations throughout the Downtown Los Angeles area is hiring for a Job Developer - LTORR & STOP Program.
Weingart Center's programs provides safe and secure shelter, meals, case management and mental health services on a 24-hour basis for adults experiencing homelessness. Our multiple sites throughout the Los Angeles area incorporates low barrier, trauma-informed care, and harm reduction policies and procedures into their program design and housing operations.
STOP (Specialized Treatment for Optimized Programming) is designed for individuals under parole supervision, requiring referral from a parole officer or the Amity Foundation. This comprehensive program, with a maximum stay of 180 days (extendable), offers housing, education, vocational training, and job placement. Services include individual and group counseling, specialized groups for substance use and life skills, along with referrals to supportive services, a mandatory savings program, and transportation assistance.
LTORR (Long Term Offender Reentry Recovery Program) is a residential program for parolees, especially long-term offenders, referred by DAPO. With a stay of up to 180 days (extendable), it provides housing, meals, support services, and supervision in a drug-free environment. Services focus on employment training, stress management, victim awareness, literacy, life skills, and substance abuse education.
This is an on-site, in office position.
JOB SUMMARY:
The Job Developer is responsible for the development and tracking of job leads, employment referrals, and follow-up on employment placed LTORR & STOP Program participants.
ESSENTIAL FUNCTIONS INCLUDE, but are not limited to the following:
· Actively collaborate with area employers to create job opportunities for participants.
· Notify prospective employers of the Work Opportunity Tax Credit, the fidelity bonding incentive, and any other benefit for hiring participants (Refer to the United States Department of Labor Employment and Training Administration, www.doleta.gov website for additional information)
· Prepare and update a monthly roster of those employers willing to hire participants and provide the roster to CDCR upon request. In addition, correspond with the AOR prior to placement to ensure there are no limitations of job location and/or job types.
· Have basic knowledge on how to mentor the client in disclosing appropriate information regarding past convictions, and/or parole statues to potential employers.
· Have basic knowledge of the criminal record expungement process and the benefits of completing the process; additionally, the ability to provide information and/or a referral on how to expunge a criminal record, or obtain a Certificate of Rehabilitation.
· Provide counseling on employability services, assist them in analyzing/evaluating their employment, assets/aptitudes, and provide information on occupational opportunities.
· Discuss job requirements, training, rehabilitation resources, and assist in formulating plans to achieve employment goals. Refer participants to appropriate employers, training and educational facilities, community agencies and other organizations, if applicable.
· Assess participants to determine employment, training and Career Technical Education (CTE) needs, and coordinate referrals with Program Director and other assigned staff.
· Provide employment services including resume writing, mock interviews, time management, how to get along with others in a work environment, and how to follow instructions.
· Assist participants to become prepared for the workforce.
· Assist participants in locating and securing employment, educational services, or CTE training.
· Assist participants in assembling the necessary documents to legally work within California and completing their initial resume.
· Assist with the recruitment of participants on parole.
· Work with participants once they have been placed into employment.
· Obtain verification of participant employment.
· Work with participants to address issues that may rise after job placement.
· Assist participants who lose their job in again securing job placement.
KNOWLEDGE, SKILLS AND ABILITIES:
· Excellent interpersonal skills for working with both clients and prospective employment resources.
· Must have automobile and liability insurance.
· Ability to effectively advocate on behalf of the target population.
· Knowledge of job market, prevailing wages and human resources requirements helpful.
EDUCATION/TRAINING AND EXPERIENCE:
· Possess either a bachelor’s degree in social sciences or a related field; or a high school diploma or equivalent and a minimum of two (2) years’ experience as a Job Developer or similar position.
PHYSICAL AND MENTAL REQUIREMENTS AND WORK ENVIRONMENT:
1. Standing and sitting for long periods of time along with being able to move and walk to various locations; climbing, stooping, kneeling, reaching, pulling, pushing, bending, twisting, and lifting (20-25 lbs.).
2. Seeing in general, close vision, general hearing and listening, clear complete speech. Touching, dexterity (hand & finger).
3. Complex reading skills, complex writing skills, clerical abilities, memorization skills analyzing, perception and comprehension, math skills, judgment and decision-making capability.
4. Ability to work alone, work with others, work around others, have verbal contact with others, face-to-face contact, work inside, work outside, work in confined areas, work with noise, work with and around fumes/odors.
Weingart Center no longer requires (though highly recommends) position incumbent to be fully vaccinated against COVID-19 as defined and mandated by the Centers for Disease Control (CDC), the California Department of Public Health (CDPH), the Department of Health Services of Los Angeles County (DHS), and the California Occupational Safety and Health Act of 1973 (Cal/OSHA) effective August 4, 2023. However, this mandate may be reinstated at any time as recommended by these governing agencies.
